Scotland County Detention Center Custody
Scotland County Sheriff's Office describes the Scotland County Detention Center as the county detention facility for people charged with or convicted of criminal and civil offenses as ordered by the court. It is not a state prison. It is the local jail serving Laurinburg, Wagram, sheriff arrests, police arrests, court orders, probation or parole holds, and other local process routed to Scotland County custody.
The jail operates under the sheriff and the Chief Jail Administrator. The live Citizen Connect current-confinements result inspected on June 23, 2026 showed 185 total inmates, but that is only a point-in-time roster count. It should not be read as average daily population, annual bookings, or overcrowding data.

Scotland County Detention Center Roster
The correct online lookup for the jail is the Scotland County Citizen Connect Inmate Confinements portal. The sheriff's inmate-search page links into that Southern Software roster. It covers current confinements, recent admits, charge searches, and arresting-agency searches for the county jail. Public access is free, but the portal can use JavaScript, a page session, and reCAPTCHA checks when there are too many requests.
Roster cards and booking details may show a booking photo, name, age, race, sex, date of birth, booked date, arresting agency, arrest date and time, bond total, charge text, and per-charge bond when available. Housing unit, court date, release date, private address, medical status, and victim information were not shown in the inspected public jail cards.

That roster is the county jail source for pretrial custody. It is not the right source for a sentenced man already transferred to Scotland Correctional Institution.

Scotland County Detention Center Visits
Scotland County's official visitation page describes online video visits through HomeWAV and onsite non-contact visitation. It also labels onsite visitation times as currently suspended for Covid, so a visitor should confirm the current status with the jail before driving to Laurinburg. Online visits depend on available slots and jail administrator approval.
Adult visitors need a government photo ID. Visitors under 18 must be with a parent or legal guardian, and children must be supervised. The jail bars bags, firearms, weapons, chemical sprays, cell phones, cameras, and electronic devices from the facility. Clothing rules prohibit short-shorts, miniskirts, bathing suits, halter tops, and revealing clothing.

The visitation details are specific to the county jail. They should not be applied to Scotland Correctional Institution or any other state prison.
Scotland County Detention Center Mail
Inmate phone service is through Paytel. During initial booking, the research says each inmate is afforded two local free telephone calls. After that, calls are outgoing collect calls or calls with fees deducted from the inmate account. Calls are limited to 15 minutes, and cell block phones are available from 7:00 a.m. to 10:30 p.m. daily except during meals, shift changes, or safety restrictions.
There are no incoming inmate calls, and detention staff cannot deliver messages. Three-way calls are prohibited. The communications page also says the detention center has TTY machines for hearing-impaired inmates. For emergency inmate contact, official pages contain both 910-276-3168 and 910-277-3166 in related contexts, so the safer first call is the jail line at 910-277-3166.
Mail must be sent through the U.S. Postal Service and addressed to the inmate's full booked name. Incoming nonlegal mail must show the sender's full name and address, must be written in ink, and is opened, scanned into PDF, and distributed electronically. Attorney mail must be marked Attorney/Client Mail or Legal Mail and is opened or inspected in the inmate's presence.

- Paper or card may be no larger than 8.5 by 11 inches.

- Person-to-person correspondence is limited to 10 pages.

Scotland County Detention Center Funds
Commissary and deposits are handled through McDaniel Supply Company. The official funds page says deposits may be made at the lobby kiosk or online. Funds must be available before weekly order processing, and general population orders are processed Sunday evenings at 10:30 p.m. for Tuesday morning delivery.

Scotland County Detention Center Booking
Booking at the county jail begins after an arresting agency delivers the person to the detention center. The public roster fields show the core events that become public record: booking date, arrest date and time, arresting agency, demographic fields, charges, bond, and booking photo. The roster also has recent-admit tools, which can help when a person was arrested very recently and a family member does not know the exact charge text.
North Carolina pretrial release is set by a judicial official. A bond line on the jail roster can show secured bond or another release condition, but it does not replace the clerk's court file. Other holds can delay release even after bond is posted, including probation or parole action, another county's order, a state prison commitment, a federal hold, or an ICE detainer process governed by North Carolina law.

Scotland County Detention Center Programs
The detention-center programs source says programs are offered to both male and female inmates. Available local programs include Alcoholics Anonymous, Narcotics Anonymous, religious services, GED work, and the inmate road crew. The GED description names math, language arts reading, language arts writing, social studies, and science, with an assessment used before instruction.
The road crew is a specific Scotland County detail. It began in March 2015, uses two deputies, and includes up to six inmates when weather permits. Its work is litter collection on state and local government-maintained property one day per week.
